Filing boundary
Singapore does not use one immigration filing channel. Employment Pass and S Pass applications are generally filed through MOM's Employment Pass eService by the employer or appointed employment agent after written candidate consent; an overseas company without a Singapore-registered office uses the separate local-sponsor procedure stated by MOM for Employment Pass applications. Personalised Employment Pass and EntrePass initial applications are submitted by the candidate through their dedicated online journeys. A Dependant's Pass may be filed by the main holder's employer or employment agent, the main pass holder, or a local sponsor, depending on the principal pass. Permanent-residence applications for the listed family, Employment Pass or S Pass, and student categories use ICA's e-Service with the filing account controlled by the relevant sponsor or applicant; each person added as an applicant must personally review and declare the application. ICA directs the foreign-investor category to the separate Economic Development Board Global Investor Programme. MOM pass issuance requires the foreign national to be in Singapore, and medical, identity, fingerprint, photograph, immigration-clearance, and card-registration steps remain personal when directed. EntrePass approval does not replace separate ACRA company registration, required business licences, or applicable corporate-service-provider rules for an adviser performing company-formation or ACRA-filing services. This reviewed release authorises only the documented authenticated eServices and in-person channels; it does not establish or authorise API submission. This release catalogs official starting points only; it does not activate a Singapore pathway, form-preparation pack, eligibility decision, representative filing, or government submission in Wayfinder.
Representative participation
Singapore filing authority depends on the pass and transaction. Employer-tied Employment Pass and S Pass applications are submitted by the employer or an appointed employment agent after the candidate gives written consent. Personalised Employment Pass and EntrePass initial applications are candidate-led, Dependant's Pass filing actors vary with the main pass, and permanent-residence filing uses the applicant or family sponsor specified by ICA. MOM permits client-authorised outsourced eService access for eligible organisations, including legal-activities businesses, but account access does not create a new applicant category or profession-wide lawyer filing authority. Whether an employment-agency licence is required depends on the work performed: MOM identifies work-pass submission as employment-agency work while also listing an exemption for organisations that only submit applications and do no matching or placement. Licensed agencies and personnel can be checked in MOM's EA Directory. Separate ACRA corporate-service-provider rules may apply to company-formation or ACRA-filing services; MOM work-pass access and employment-agency rules do not replace those requirements. ICA does not endorse commercial immigration consultants. Applicant consent, required signatures and declarations, medical examinations, physical presence for pass issuance, identity checks, fingerprints, photographs, and other personal formalities remain with the applicant where the official route requires them.
