02IRCC translation controlTranslation
A document not in English or French requires the translation and, when the translator is not a Canadian certified translator, the translator's affidavit. Applicants and listed family members cannot translate the documents themselves.
What to do
- Identify the language of every source document.
- Use a permitted translator and collect any required affidavit.
- Retain the source document, translation, and affidavit together.

03Philippine Statistics Authority civil documentsCivil Document
For civil documents issued in the Philippines, provide PSA-issued copies of the principal applicant's and included family members' birth certificates and applicable marriage or death certificates. An officer may request originals printed on PSA paper.

- Obtain the applicable PSA birth, marriage, and death records.
- Confirm every included family member is covered.
- Keep PSA-paper originals available if IRCC requests them.

04Late-registered or missing Philippine birth recordIdentity
If the Philippine birth was registered more than one month after birth, or PSA has no registration record, IRCC requires another proof of identity.
What to do
- Compare the birth and registration dates on the certificate.
- If late or absent, gather corroborating identity records.

05Philippine passport holder marital-status evidenceCivil Document
A Philippine passport holder and included family members must follow the Philippine marital-status instructions: provide a CENOMAR showing no marriage record or a PSA Advisory on Marriages, and explain civil-document discrepancies by sworn affidavit.
What to do
- Determine whether each included person holds a Philippine passport.
- Obtain the applicable CENOMAR or PSA Advisory on Marriages.
- Reconcile names, dates, and other discrepancies across every civil record.

06Philippine-linked civil events outside the PhilippinesCivil Document
For a birth, marriage, or death outside the Philippines, provide the foreign issuing-country certificate and, if the event was registered with PSA, the PSA registration document as well. The foreign issuing country's own rule pack also applies.
What to do
- Identify the country where each civil event occurred and document was issued.
- Determine whether the event was registered with PSA.
- Add the foreign issuing country to this matter's country-rule scopes.

07Philippines NBI police certificatePolice Certificate
For a non-Canadian citizen or permanent resident age 18 or older who spent at least six consecutive months in the Philippines since age 18, the required document is the NBI Multi-purpose Clearance Certificate. It must include a thumbprint and dry seal. IRCC says no translation is required because it is in English.
What to do
- Apply online or in person at an NBI office, or use the stated embassy, consulate, or mail process when outside the Philippines.
- For current residence, obtain a certificate issued no more than six months before submission; for former residence, obtain one issued after the last qualifying stay.
- Confirm the certificate has the thumbprint and dry seal, inspect every remark, and retain a colour scan of the original.
