Filing boundary

The Netherlands does not use one immigration filing channel. The IND decides residence-permit applications, but the applicable route determines whether the foreign national, family sponsor, recognised employer, educational institution, facilitator, or another sponsor applies. Some applications use DigiD online forms; recognised sponsors and authorised intermediaries use the Business Portal for supported business cases; other routes require a written application by post or an application or identity stage at a Dutch embassy or consulate abroad. Highly skilled migrant and higher-education study applications are sponsor-submitted, while EU Blue Card, family, start-up, and permanent-residence routes have different applicant, sponsor, and channel rules. Biometrics, MVV-sticker issuance, residence-document collection, and municipal registration remain personal or authority-controlled steps. The official sources identify browser portals, postal channels, and in-person steps, not a public government filing API. This release catalogs official starting points only; it does not activate a Netherlands pathway, form-preparation pack, eligibility decision, representative filing, or government submission in Wayfinder.

Representative participation

Dutch administrative procedure law generally permits assistance or representation before an administrative authority and allows the authority to require written proof. IND Form 7645 lets a person authorise a named representative for specified acts, including submitting an application or request, filing an objection, notification, complaint, or notice of default, or another stated act. Recognised sponsors may allow an intermediary to use the Business Portal only through the required eHerkenning chain authorisation. Route-specific forms may treat a lawyer who lives and works in the Netherlands differently from other representatives. The applicant must still personally complete required identity, biometric, MVV-sticker, interview, personal-declaration, and residence-document collection steps unless an official exception applies.
