Comoros has no verified universal public filing, payment, status or decision API. Monitoring is not configured. Law 88-025 is the reviewed enacted entry-and-stay baseline, not proof that every historic mechanic, office or form remains administered unchanged. The reviewed baseline assigns ordinary, transit, tourist and short-visa functions to Interior, diplomatic and service visas to Foreign Affairs, and overseas long-stay initiation to the competent Comorian mission, but every current competence, route and channel requires live confirmation. The reviewed UN depositary records do not list Comoros as a party to the 1951 Refugee Convention, 1967 Protocol, 1954 Statelessness Convention or 1961 Statelessness Convention. Confirm the destination, issuing authority, document type, translation, certification, legalization chain, fee and receiving-authority acceptance rather than assuming an apostille route. Mayotte uses a distinct French-administered immigration and legal system. A Union of the Comoros visa, residence route, nationality source or public authority does not establish travel, residence, asylum or filing rights in Mayotte, and a Mayotte Prefecture or French source does not establish Union of the Comoros filing competence. The Ministry-hosted 1954 mineral-resources decree-law, 1958 mining decree and 1967 maritime-insurance law are historic legacy copies whose current applicability is unresolved; each requires current-law reconciliation and does not establish a current route or operative rule by itself.
