Filing boundary
Croatia has no verified reusable public government filing, payment, status or decision API spanning visas, borders, stay, work, citizenship, protection, civil status, courts or documents. MUP, MFA, police, mission and HZZ channels are route-, actor- and account-specific. This catalogue is research-only; monitoring is not configured and no operational pack, fee engine, portal action, payment or submission is activated. Read the Aliens Act with amendments through NN 55/2026. They generally took effect on 4 June 2026, but Article 92a is delayed until 4 June 2027, and specified implementing rules require alignment within three or six months. Protection amendments NN 59/2026 took effect on 12 June 2026 with 180 days for alignment. No single current official consolidation of the principal Acts was verified and guidance may lag; reconcile enacted text, commencement, transitions, later Gazette measures and current rules for the event date. Schengen short stay is normally at most 90 days in any rolling 180 days across the Area for a qualifying third-country traveller; crossing Croatia's border does not restart the clock. EES became fully operational on 10 April 2026 but records covered border events and grants no visa, admission, residence or work right. ETIAS was not operating or accepting applications on 16 July 2026; a stated last-quarter-2026 start is a plan, not a live rule or guaranteed date. Do not collect an ETIAS fee or direct an application before the competent EU channel launches. MFA and Croatian missions or consulates handle route-specific visas; MUP and competent police handle borders, stay, residence documents and related decisions. A visa, exemption, application, EES record, card or receipt does not guarantee entry or another status. Account, channel, location, form, evidence, accommodation, insurance, means, originals, biometrics, photographs, interview, fee and attendance vary by route; border and police decisions remain human controlled. Employment and stay-and-work steps are distinct. HZZ labour-market tests and opinions, employer acts, MUP permission, residence, professional recognition, tax and social-security duties are separate. HZZ is a work service, not universal immigration intake or permission to use employer credentials. Verify any exemption, EU Blue Card, seasonal, posted-worker, intra-corporate or other category and its occupation, employer, contract, duration, location, evidence, fee and authority. EU, EEA and Swiss citizens and qualifying family use free-movement and registration rules distinct from third-country routes; identity, public-policy, registration and regulated-profession conditions remain. Citizenship acquisition, release, determination and proof are separate from immigration status and route through competent Ministry, registry, police, mission or court stages. Declarations, assessments, interviews, oaths and decisions remain personal where required. Civil-status registration, extracts, correction and court determination require their own authority and originals. e-Civil Registries is credentialed and limited to the account holder's own and eligible minor-child records; it is not a third-party records API. International and temporary protection follow the current Act and NN 59/2026, not lagging summaries. Requests, registration, questionnaires, narratives, vulnerability screening, evidence, interpretation, interview, credibility, biometrics, detention, transfer, return, non-refoulement and appeal require trained human handling. Do not answer for the applicant, infer protection or return outcomes, or auto-transmit sensitive data. Counsel and legal aid do not transfer testimony or personal stages. Apostille applies only where the destination, document and Croatian competent authority fall within the Convention. Apostille, EU public-document rules, certified copies, sworn translation, court or ministry authentication and diplomatic or consular legalization are distinct; apostille authenticates origin formalities, not content, effect, identity, eligibility, translation or acceptance. Verify the destination, treaty relationship, issuer, document, authority, translator, fee and recipient. Permitted support is reviewed source ingestion, human-approved intake and checklists, OCR, extraction, translation and authentication planning, drafts, pre-fill, completeness review, upload-ready packets, reminders, official links, receipt storage and attorney collaboration after standing and scope review. Do not create accounts, submit, pay, poll status or collect decisions unattended; handle credentials, OTPs or CAPTCHAs; auto-sign, impersonate or declare; replace originals, biometrics, photographs, questionnaires, testimony, interviews, oaths, attendance, border or court acts; or make autonomous eligibility, admissibility, work, citizenship, protection, return or legal-advice decisions.
Representative participation
Representation is route-, authority-, actor-, account-, location-, date-, source-health-, standing-, mandate- and personal-stage-specific. Verify the lawyer's current Croatian Bar Association directory status, disciplinary and practice standing, conflicts, territorial and subject-matter competence, the client's informed mandate, and the receiving authority's accepted representative role and proof of authority. A directory result, retainer, employer role or power of attorney does not create an applicant, employer, MUP, MFA, mission, police, HZZ, e-Citizens or court account or transfer credentials, CAPTCHA answers, one-time codes, payment authority or personal declarations. Counsel may prepare, review and organize material within the accepted mandate but may not impersonate an applicant, sponsor or employer; auto-sign; invent or replace testimony or a protection questionnaire; or replace a signature, identity check, original inspection, photograph, biometric, interview, oath, border event, court attendance, personal service or document-collection stage. Confirm separately the current standing and statutory role of a notary, interpreter or other regulated professional when required. An appointment, labour-market test, HZZ opinion, upload, payment, receipt, visa, border record or application does not prove filing of another step, admission, residence, work authorization, citizenship, protection, approval or representative authority. Recheck current law, route, authority, actor, account, mandate, form, evidence, translation, authentication, fee, channel, deadline, receipt, decision and remedy before action.
