Guernsey is a Crown Dependency, not part of the UK. The Bailiwick has three jurisdictions: Guernsey and associated islands; Alderney; and Sark. Nationality is UK law, while immigration, population, employment, housing, court and administrative functions depend on territory and instrument. Never treat Guernsey, Alderney, Sark, Herm or Brecqhou as interchangeable. The consolidated Immigration (Bailiwick of Guernsey) Rules 2008 are an unofficial revision; read them with all applicable amendments, commencements, Orders, notices and transitions. Review the 2025 ETA Order's acknowledged citation error with the official scrutiny memorandum rather than silently correcting it. From 1 July 2026, the notice at government document id 83420 says out-of-country entry clearances are digitally recorded and supported by a decision letter and carrier-verifiable record. Existing vignettes and wet-ink grants remain valid. This does not prove that all local leave is an eVisa. Older FAQ, Schedule 4 and category material may conflict; quarantine each instruction for route-specific human reconciliation. The Common Travel Area is not one immigration jurisdiction. Permission in another CTA jurisdiction does not itself authorize Guernsey work or residence. Immigration leave and Population Management presence are separate: guidance generally limits presence without a population document to 90 days in any 12 months, remote work for an off-island employer to 10 days in any 30 days and 90 days in any 12 months, and requires permission from day one for work for a Guernsey employer. Verify exceptions; six months of immigration leave is not six months of local residence or work. A visa, ETA, exemption or permit does not guarantee travel or admission. UKVI is the applicant-controlled overseas intake channel; Guernsey Immigration and Nationality decides local leave. Immigration and Population Management permissions are separate. Guernsey work or residence generally needs both applicable layers. Employer-led LTEP, STEP, SEP and other permits remain role-, housing-, duration-, consent- and condition-specific. The temporary STEP extension is cohort-limited: verify the 3 April 2026 holding date, same employer and role, TP17 cap event, TP22 process, island coverage and 31 January 2027 end date. Do not generalize it. The Guernsey Population Management regime is not in force in Alderney, Sark or Herm. Local approval is separate; the outer-island employer form replaces neither worker entry clearance nor island-specific permission. Routes and territories are distinct; do not infer a UK route without current Guernsey text and an accepted channel. The local EU Settlement Scheme closed generally on 30 June 2021; late cases are not an open online route and need current exceptional-basis review. Protection requires confidential human fact development. The Lieutenant Governor determines asylum and immigration grants associated leave. Never invent, score, predict or automatically transmit protection facts. Citizenship, passports and immigration status are separate. Never calculate a remedy or deadline without the served decision, service date, law, standing and current rule. Credentials, codes, identity checks, declarations, signatures, biometrics, payments and border examination remain human-controlled. Public pages, forms and portals are not APIs or unattended-action authority. Do not automate login, identity proofing, appointment, payment, submission, polling, appeal or authority contact. The unstable initial-development SPCM documentation is excluded and creates no immigration, population-management, legal filing or payment capability. Fees, forms, payee, method and estimates are route- and date-specific; no jurisdiction-wide payment capability was verified. GLR access failure does not authorize a substitute. Exclude mismatched document id 77313. Recheck law, source health, territory, authority, route, actor, standing, mandate, form, evidence, personal stages, fee, deadline, decision and remedy. Stop on stale, conflicting, non-authoritative, future-only or unsupported material and on requested government action. Updates require citations and legal approval before publication. Representative participation
Representation is territory-, route-, authority-, actor-, account-, standing-, mandate-, date- and personal-stage-specific. Guernsey Advocates are the locally admitted profession with island-court audience rights and eligibility for reserved local roles. Other lawyers may perform Guernsey-law work only within the lawful employment and supervision arrangements described by the Guernsey Bar; they do not thereby become Advocates or gain local audience rights or a reserved function. The Royal Court member list dated 28 January 2026 and Bar directories are discovery inputs only; they may include non-practising or out-of-jurisdiction members and do not prove identity, current practice, competence, conflicts clearance, engagement, mandate or authority acceptance. Verify the live register maintained by the Greffe, firm, practising position, competence, supervision, conflicts, engagement, scope, signed authority and recipient rules before professional action. The exact procedure controls who may prepare, present, receive notice or seek review. An employer applies for specified employment permits and must obtain the worker's genuine consent; this does not make the employer or platform an immigration representative. A matter owner may organize a matter and add counsel later, but an invitation, workspace access, scope record or per-matter payment creates no retainer, professional relationship, mandate, government authority or right of audience. The lawful account holder retains credentials, one-time codes, CAPTCHA responses, identity checks, declarations, testimony, signatures, payments and sessions. Representation does not replace facts, originals, authentication, translation, identity proofing, biometrics, interview, ceremony, oath, border examination, payment or collection. No reusable public standing, mandate, immigration-filing, payment or case-status API was verified.
