Preparation pathways for Ethiopia
These are narrow, versioned workflows for immigration to this country. A released pack does not establish eligibility or authorize filing.
No destination preparation pathway is available for Ethiopia.
You may still create a research-only matter and store private intake information. Wayfinder will not present official forms, document checklists, readiness, or filing steps as available for this destination until a pathway-specific pack is researched, tested, and approved.

This record identifies the government authority and current channel boundaries. It is independent from whether Wayfinder has released a preparation pathway.

Filing boundary
Research-only catalogue observed 2026-07-17; not legal advice, eligibility, filing instruction or authority confirmation. It binds 56 core, 100 broader and 6 supplemental sources into 156 unique canonical HTTPS URLs; only the first six core and broader entries overlap, and supplemental is disjoint. Monitoring is not configured. Any automated source update may snapshot an allowlisted public source and create a human-review draft only; it must never auto-publish law, rules, forms, fees, routes, status or capability. No public API, credential flow, form pack, filing, payment, transmission, polling, collection, monitoring, representative filing, eligibility decision, legal advice or government action is activated. Immigration and Citizenship Service Re-establishment Proclamation No. 1338/2024 and Immigration Amendment Proclamation No. 1339/2024 are current enacted anchors. Immigration Proclamation No. 354/2003 and Regulation No. 114/2004 require reconciliation with later amendments, regulations, directives and transition rules. Official Ministry of Justice indexes bind Regulation No. 550/2016 E.C. and Regulation No. 559/2017 E.C., but their record bodies returned HTTP 502 and were unreadable; encode no amount, fee, payment, route, category, duration or requirement from them. Reported Immigration Amendment Regulation No. 581/2025 remains unbound to an indexed Gazette text or implementing directive. An Ethiopian News Agency announcement is not enacted law; encode no Golden, property, internship or exit-visa threshold, eligibility, duration, fee, availability or channel from it. Ethiopian and Gregorian years must be normalized against the Gazette, publication, commencement and source context. Three overlapping public surfaces were observed at ics.gov.et, evisa.gov.et and immigration.gov.et. They are information or identity-bound browser services, not reusable APIs. New-portal terms cover passport, Ethiopian Origin ID, sticker visa and company registration, require personal stages, and do not substantiate its landing-page work-permit claim. Older eVisa pages have category, fee, extension and status conflicts. Do not choose a portal, category, fee, extension, payment, status or production channel without live authority confirmation. Never share passwords, CAPTCHA responses or one-time codes, automate an identity-bound session, initiate payment, scrape status or infer submission authority. Work-permit responsibility overlaps Ministry of Labour and Skills administration, the ICS NGO page, Ethiopian Investment Commission investor materials and Refugees and Returnees Service rules. Each source applies only to its named route and actor. Civil and Family Registration Proclamation No. 1370/2025 is the current reviewed civil-registration anchor; do not substitute a draft or older summary. Refugees Proclamation No. 1110/2019 and Directive No. 1019/2024 require confidential human review. Never invent, rewrite, score, predict or transmit testimony, credibility, exclusion, return risk or a protection recommendation. Personal Data Protection Proclamation No. 1321/2024 makes passport, civil-status, biometric, protection, account and representative data sensitive and purpose-bound. Minimize collection, validate authority and legal basis, restrict access and never reuse data across matters without a validated basis. Public Ethiopian Investment Commission team and FAQ pages showed apparent compromised or spam content, so only allowlisted official PDFs are bound; do not broad-crawl adjacent pages. Reported Investment Incentives Regulation No. 586/2026 lacks a reviewed official Gazette copy. A revised customs proclamation reportedly approved on 9 June 2026 lacks a reviewed number, Gazette text, publication date and effective date. Neither report may change rules or workflow capability. Authority portals remain separate and account-controlled. A link, form or checklist proves no accepted filing, public API, current fee, payment, representative authority or decision. Treaty and regional records describe state status only and create no individual visa, residence, work, protection, trade preference, filing route or dispute consent. Ethiopia was not listed as an Apostille Convention party in the reviewed table; recheck later status and destination rules. Forms, personal stages, fees, deadlines, remedies and authority names are dynamic. Recheck Gazette text, source health, publication, commencement, amendment, repeal, authority, route, actor, account, mandate, personal stages, fee, receipt, decision and remedy. Stop on stale, inaccessible, conflicting, compromised, proposal-only, announcement-only or reproduction-only material, unsupported access, missing facts or requested authority action. This catalogue creates no operational, submission, payment, transmission, monitoring, eligibility, decision, representative-filing or legal-advice capability.
Representative participation
Representation is route-, authority-, actor-, account-, standing-, mandate-, date-, source-health- and personal-stage-specific. Advocacy Service Licensing and Administration Proclamation No. 1249/2021 defines advocacy to include legal advice, drafting or submitting client documents and representation, and requires annual licence renewal. No authoritative current public federal advocate-standing register was verified. The Ministry of Justice directorate page is an authority directory, not proof of a named person's identity, current annual licence, federal or regional jurisdiction, discipline, competence, conflicts, engagement, mandate or receiving-authority acceptance. Federal Supreme Court e-filing is limited to registered lawyers and requires registration and licence verification; an invitation or active workspace membership proves none of those facts. Verify the advocate and exact scope with the licensing body, court or receiving authority before participation. A retainer, power of attorney, employer role, sponsor relationship, family relationship, portal account or workspace role does not create universal authority. No lawyer, agent, employer, sponsor, family member, AI system or platform may assume credentials, CAPTCHA responses, one-time codes, digital signatures, payment authority or official correspondence control. The lawful account holder retains identity-bound access, declarations, uploads, signatures and payment authorization. A mandate cannot replace any personal passport or original presentation, civil-status act, biometric, interview, testimony, oath, consent, inspection, hearing, border decision, receipt or collection stage. Confirm current law, authority, route, actor, account, standing, annual licence, mandate, form, evidence, translation, authentication, signature, fee, deadline, receipt, decision and remedy before action.

Rules for records from Ethiopia
These rules are keyed to where a record was issued, residence or citizenship, and police-history facts. The destination pathway is stated on every pack.
No source-specific document rules are published for records from Ethiopia.
This does not mean records from this country are accepted without review. The controlling destination checklist and official instructions still apply, and unsupported country-document scope remains held for source research.
