Public administrative-act notices are service by publication, not private case access. No credential sharing, unattended portal action or status scraping is authorized. Estonian e-Residency is digital identity for business administration, not citizenship, a visa, immigration or physical residence, admission, work permission or tax residence. Company formation, registry access, property, investment, employment, family relationship or professional recognition creates none automatically. Business, tax, employment, insurance and immigration consequences remain separate. EU and Schengen status and treaties are not individual eligibility or filing channels. UN records Estonia's accession to the 1951 Refugee Convention and 1967 Protocol. Estonia is not listed in the reviewed 1954 or 1961 statelessness-convention participant tables; that observation establishes neither later status nor a domestic procedure. Apostille status does not prove document eligibility, issuance or destination acceptance; verify authority, exclusions and destination rules. Source health is client-specific. The ECHR Estonia profile returned automated HTTP 403 while its official index remained available. Kohus procedural-assistance and AKI international-systems pages produced transient 525 responses in one client. They require manual readback; stop on unresolved block, redirect, stale page or cross-client conflict. CURIA electronic material may require controlling Official Journal or Reports text. Representative participation
Representation is route-, authority-, actor-, account-, standing-, mandate-, date-, source-health- and personal-stage-specific. The Estonian Bar Association register supports a current public membership and status check, but a listing does not prove identity, subject competence, discipline, conflicts, engagement, authority acceptance or a valid mandate for this matter. Verify the advocate and any notary or regulated professional with the issuing body and receiving authority, then record the exact scope, fees and accepted power. PPA and MFA guidance conflict on long-stay D-visa delivery: MFA states in-person filing at a competent foreign representation, while PPA describes listed in-country offices receiving an application personally or through a representative and separately preserves fingerprint stages. Do not encode representative D-visa submission until the competent receiving authority confirms the applicant's route and location. No lawyer, employer, sponsor, family member, AI system or platform has universal authority to prepare, sign, pay, appear, file, transmit, monitor, collect or decide. A mandate never transfers passwords, CAPTCHA answers, one-time codes, Smart-ID, Mobile-ID, ID-card credentials, e-signatures, bank authority or official correspondence and cannot replace an identity-bound account, declaration, signature, original, translation, legalisation, biometrics, interview, examination, oath, hearing, border decision, payment authorization, receipt or collection stage assigned to the applicant or another actor. Confirm current authentic Estonian law, authority, route, actor, account, standing, mandate, form, evidence, language, channel, fee, deadline, receipt, decision and remedy before action.
