Cuba has no verified reusable public filing, payment, status or decision API spanning visas, borders, residence, work, citizenship, protection, civil status, legalization or passports. eVisa, D’Viajeros, Soberanía, MINJUS and mission services are route-, actor-, account- and date-specific end-user channels, not authority for unattended automation. This catalogue is research-only; monitoring is not configured and no pathway, form pack, fee engine, portal action, payment or submission is activated. Until 1 November 2026, reconcile operative Law 1312 and Decree 26 with later amendments, including Decree 91/2023. Laws 171–173 and Decrees 136–137 were published on 5 May 2026 but take effect on 1 November 2026 and do not control a 16 July matter. Do not apply future routes, duties, forms, fees or authorities early. Recheck Gazette instruments, commencement and transitions for the event date. eVisa is an applicant-facing request, payment and verification channel; recheck its manual, nationality coverage, passport validity, evidence, mission and border rules. D’Viajeros is a traveller declaration, not a visa, residence filing or admission guarantee. CubaTravel pages conflict on physical tourist cards versus eVisa and retain older payment guidance, so verify the live mission, carrier, travel date and source health. MINREX and missions may require route-specific attendance, originals, interview, fees and delivery. An upload, payment, message or declaration proves no other filing or admission. Decree-Law 117/2026 and Decree 150/2026 establish an in-force interim investor and business condition only for qualifying Cubans resident abroad. It requires a written request and Cuban-entity endorsement, mission-or-MININT routing, and distinct 3-, 30- and 7-business-day stages, with a CUP 3,500 document tax. Confirm actor, eligibility, evidence, currency, payee, timing, receipt and transition; this is not a universal immigration, residence, investment or work route and exposes no reusable API. Entry, stay, work permission, employer acts, labour, social security, tax and licensing remain separate. Citizenship remains under the operative framework until Law 172 begins on 1 November 2026; declarations, option, recovery, loss, proof, register entries, identity review and decisions remain personal or authority controlled. Law 180 and Resolutions 61–63 on civil registration commence 12 September 2026 and are not operative on 16 July. Civil-record, correction, certification and identity routes require the competent authority, originals and current proof. Passport rules now use 10-year validity for adults and 5 years for minors, with no biennial extension; review Resolution 486/2025 wherever legacy extension wording persists. A request or tracker proves no issuance, legalization or acceptance. Cuba is not listed as a party to the 1951 Refugee Convention, 1967 Protocol, 1954 Statelessness Convention or 1961 Reduction Convention in the reviewed UN records. UNHCR Cuba pages provide information and contacts, not a Cuban filing API or proof of status. Narratives, vulnerability, evidence, confidentiality, interpretation, interviews, credibility, non-refoulement and return safety require trained human review. Do not answer for the person, infer outcomes or auto-transmit protection data. Cuba is not listed as a party to the HCCH Apostille Convention in the reviewed status table. Do not label a Cuban document apostilled. Confirm destination, document, issuer, certified copy, translation, MINJUS or MINREX authentication, mission or foreign legalization, fee and recipient acceptance. Electronic verification or an authentication notice does not prove completion or foreign acceptance. Cuba-related payments can be affected by Cuban banking controls and external sanctions, including OFAC Cuba sanctions and U.S. export controls. A visible option does not prove the actor, bank, currency, card, intermediary, purpose or service is lawful or accepted. Recheck fees, exchange basis, payee, method, refund, receipt and applicable sanctions, blocking, export-control and payment restrictions. Never evade a restriction, pay unattended or treat payment as filing or approval. Law 149 and information-security rules require purpose-limited handling of identity, legal, biometric and protection data. Do not collect or share passwords, one-time codes or CAPTCHA answers. Permitted support is reviewed source ingestion, intake, OCR, extraction, translation and legalization planning, drafts, pre-fill, completeness review, upload-ready packets, reminders, official links and attorney collaboration after standing and scope review. Do not create accounts, submit, pay, poll or collect decisions unattended; auto-sign, impersonate or declare; replace originals, biometrics, testimony, interviews, oaths, attendance, border or consular acts; or make autonomous eligibility, admissibility, work, citizenship, protection, return or legal-advice decisions.

Representative participation

Representation is route-, authority-, actor-, account-, date-, source-health-, payment-, sanctions-, standing-, mandate- and personal-stage-specific. Verify the lawyer’s current status under Law 176/2024 and the competent MINJUS or professional record, conflicts, territorial and subject-matter competence, the client’s informed mandate, and the receiving authority’s accepted representative role and proof of authority for the exact procedure. A lawyer’s standing, retainer, employer role, invitation or power of attorney does not create or transfer an applicant, sponsor, employer, eVisa, D’Viajeros, Soberanía, MINREX, MINJUS, mission or bank account, credentials, CAPTCHA answers, one-time codes, payment authority or personal declarations. Counsel may prepare, review, organize and pre-fill material within the accepted mandate, but may not impersonate another person; auto-sign; invent or replace testimony; submit a personal declaration; or replace identity checks, originals, photographs, fingerprints, biometrics, interviews, oaths, border events, consular attendance, document delivery or another personal stage. Confirm separately any notarial, translation, legalization and regulated-profession requirement. An appointment, upload, payment, receipt, eVisa approval, travel declaration, invitation or courier event does not prove filing of another step, admission, residence, work authority, citizenship, protection, approval or representative authority. Recheck current law, commencement, route, authority, actor, account, mandate, form, evidence, translation, authentication, fee, sanctions restrictions, channel, deadline, receipt, decision and remedy before action.
