Filing boundary
Costa Rica has no verified universal public immigration, visa, nationality, protection, filing, payment, status or decision API. This catalogue is research-only; confirm the current law, route, authority, actor, account, source health, evidence, fee, channel, personal stages and remedy for the event date. Monitoring is not configured. The Constitution, Law 8764, Regulation 37112-GOB, Control Regulation 36769-G, later amendments, digitally signed La Gaceta instruments and controlling decisions must be reconciled. SINALEVI is a current government-hosted research view, but amendment, repeal, transition and commencement still require official-publication review. DGME physical and digital files may not be mixed or switched. Trámite Ya is authorized only for routes it actually exposes; affiliation and account setup are not filing. Visa and refugee units remain physical under D.JUR-220-05-2024, and email, fax or post generally do not place documents in the file except an expressly authorized consular route. A receipt proves intake only. From 1 July 2025, an incomplete filing may receive a receipt with a ten-working-day prevention, conditional rejection or later archive, not approval or work authority. An applicant or duly accredited special attorney may act only where the route accepts that actor. A general or generalísimo power is insufficient and a special power must enumerate the acts. Standing, mandate, account, receipt, invitation or employer role does not transfer credentials or replace signatures, testimony, interviews, biometrics, originals, border control, examinations, witnesses, oath or identity stages. Visa Directive AJ-484-11-2025, effective 17 November 2025, controls over the 2023 directive. Group One permits up to 180 days and Groups Two through Four generally up to 30 days under their exact rules, but the border official fixes the admitted period. A visa, exemption, invitation or carrier acceptance never guarantees admission, residence, work or professional practice; tourist admission does not authorize local remuneration. Residence, special-category status, work authority, CCSS coverage and professional licensing are distinct. Temporary-resident work is limited to the DGME-authorized activity, and dependants need prior authorization. A tourist, nonresident or pending regularization matter has no general work right absent an express exception. A renewal receipt broadens no right. Recheck every live fee, exchange basis, payee, method and receipt; no unattended government payment is permitted. Resolution DG-0064-05-2026, published 29 May 2026, is not effective until 1 September 2026. Its narrow category for specified Nicaraguan, Venezuelan, Cuban and Colombian refugee applicants or denied applicants accepts complete in-person appointment filings at DGME La Uruca only from 1 September 2026 through 1 September 2027. As observed 16 July 2026, its appointment channel and form were not enabled; it is not currently open, submit-ready or payment-ready. Approval still requires documentation within three months, and no derivative-dependant route exists. Refugee Regulation 36831-G and Decree 44501 control protection procedure. The request, narrative, confidential eligibility interview, interpretation and credibility review remain personal and human reviewed; counsel may not answer for the claimant or fabricate testimony. Decree 44501 Article 54 controls the provisional document's work wording over stale D.JUR-220 text. Cartagena language is not a separate binding Costa Rican statutory eligibility category. Under Statelessness Regulation 39620-RE-G, Foreign Affairs decides and DGME documents status; interviews and proof remain human controlled and the procedure is free. The six-month target, extendable to twelve, controls over the stale 24-month FAQ. TSE nationality routes keep examinations, testimony, witnesses, oath, final act and identity stages personal; no universal online naturalization filing was verified. Costa Rica is not a CA-4 state, so no CA-4 stay clock, channel or status applies. Costa Rica has an HCCH Apostille e-register but no reviewed e-Apostille issuance; online verification is not an electronically issued apostille. Recheck lawyer and notary standing separately. This release activates no pathway, eligibility decision, form-preparation pack, monitoring, fee engine, representative filing, portal action, payment, transmission, legal advice, or government submission.
Representative participation
Representation is route-, authority-, actor-, account-, location-, date-, source-health-, standing-, mandate- and personal-stage-specific. Under the reviewed DGME filing resolution, a matter may be signed and presented by the applicant or a duly accredited special attorney only where that route accepts representation; a general or generalísimo power is not enough, and the special power must identify the permitted acts. Verify the lawyer's current Colegio de Abogados y Abogadas status, and separately verify a notary's current Dirección Nacional de Notariado status when a notarial act is required. Counsel may prepare, review and assist within the accepted mandate but may not impersonate an applicant, employer or host; use another person's account, credentials, CAPTCHA, one-time code or payment authority; invent or replace testimony; sign a personal declaration; or replace an interview, biometric, original inspection, border decision, examination, witness act, oath, identity-document stage or other legally personal act. A Trámite Ya affiliation, uploaded draft, appointment, payment or receipt does not establish filing, approval, status, work authority or representative authority. Recheck the current law, route, authority, actor, account, special power, form, evidence, translation, authentication, fee, channel, deadline, receipt, decision and remedy before action.
