Filing boundary
Research-only coverage. Burkina Faso has no universal immigration filing channel. DGPN and its Migration Division control reviewed visa, stay, residence and renewal routes; MFA missions handle mission-specific visa and consular services; ANPE and the Labour Directorate have distinct work-card and foreign-contract roles; Justice and civil-status bodies handle nationality and identity documents; and CONAREF with UNHCR guidance controls protection intake. Law 001-2024 was adopted on 22 February 2024, promulgated on 12 March 2024, and must be read with the separate 12 February 2025 implementing-decree adoption record. No current decree text or effective provisions were located or verified. Authority, legacy Police and mission pages conflict on categories, fees, forms and channels. DGPN distinguishes transit, short- and long-stay visas and entry, stay, exit, online, embassy and renewal channels. Its homepage describes stays under 90 days; route pages and current law control the actual category. The Türkiye mission says online filing applies, while the long-stay page points to embassies; do not automate channel selection. Police and eVisa fees conflict. Confirm route, nationality, duration, activity, CFA amount, payee, method, date and receipt before quoting or paying. The residence-permit page contains placeholder requirements and cannot support a complete pack. The travel-information QR form is separate from visa issuance, carrier boarding and border admission. Short-stay activity is not employment authorization. eVisa, travel-information, ANPE, nationality and civil-status accounts belong to their lawful users; no reviewed source establishes a service account or public submission, payment, status or decision API. The 2008 Labour Code remains this source set's enacted baseline. Parliament adopted a replacement on 6 May 2026; no promulgation, commencement or transition instrument was verified. ANPE work-card filing, employer authorization, the Labour Directorate contract visa and immigration status are separate. The 2025 Persons and Family Code and January 2026 constitutional amendment remain status records until promulgation and commencement are verified. Law 012-2025, the October 2025 permanent-residence/nationality record and March 2026 individual grants are separate; they do not establish a generally available route. Current nationality, CNIB, passport and civil-status pages control older mission or form material. Passport sources conflict: the current public-service page says free while ONI lists CFA 50,000. AES passport circulation began 29 January 2025. Enrolment, originals, signature, biometrics and collection remain personal where directed. Law 042-2008 and Decree 2011-119 remain the located enacted asylum baseline. A 2023 official record validates a proposed replacement bill but does not show enactment. UNHCR directs in-person registration, interview and applicant-controlled evidence and appeal stages. Treaty status is separate from domestic procedure: 1 May 2012 is the 1954 Stateless Persons Convention depositary date and 3 August 2017 is the 1961 Reduction of Statelessness Convention date; verify current reservations. Broader-law currentness is source-specific. The January 2026 constitutional-amendment record proposes a CIL-CSC merger but is adoption-only; regulator competence and the CIL portal require manual confirmation. DGI's unofficial General Tax Code revision marked 2024 must be reconciled with the 2026 Finance Act and later instruments. The 2019 Investment Code copies and 2021 APEX export guide are not current consolidated proof. At review, the Official Journal portal listed no journal; instrument-level publication evidence is required. Signatures, interviews, biometrics, originals, identity checks, oaths, payments, border stages and collections remain personal where directed. No source monitoring is configured. Representative participation
Representation is route-, authority-, actor-, account-, mandate-, date-, and stage-specific. A lawyer shown on the current Burkina Faso Bar roll may advise, prepare documents, and participate only to the extent accepted by the controlling law, current form, receiving authority, and filing channel. Bar status, a retainer, a power of attorney, or CARPA access does not create universal immigration filing authority, transfer an applicant, employer, sponsor, parent, guardian, or authority role, or authorize use of another person's credentials. DGPN visa and residence processes, MFA mission services, ANPE work-card matters, nationality and civil-status services, CONAREF protection procedures, and court or legal-aid matters assign different actors. The applicant retains every required declaration, signature, travel-information submission, passport or original-document presentation, identity check, interview, biometric, medical, border, oath, payment, collection, and appeal stage. Employer or Labour Directorate participation in a work matter does not replace the foreign national's immigration duties. A parent or guardian acts for a minor only under the current route's capacity, custody, consent, and personal-stage rules. Verify current Bar standing, the mandate, named actor, lawful account owner, form version, fee authority, personal stages, receipt, and review path before any representative action. Credentials and one-time codes must never be shared, replayed, or automated.
