Filing boundary

Aruba has no universal immigration, border, work, protection, nationality, identity, business, tax, property, professional, appeal, payment, or filing channel, and no public government submission API was verified. Current Dutch-language consolidated legislation and later gazette instruments control over the English LTU translation, the 2023 Admission Handbook, undated pages, legacy forms, and checklist errors. Legislation controls substantive law; a later specific dated authority notice controls an older checklist or policy on route availability or channel. General guidance, handbooks, and forms follow. On 14 July 2026, ED Card timed out, Censo denied access, and AruREG redirected to an error page; treat them as unavailable or manual browser handoffs until reverified. DIMAS says current applications are online, while its downloads page still describes appointment delivery; the live route page, portal, actor, and checklist must be confirmed. The portal's April 2025 temporary direct-DIMAS employment notice conflicts with older DPL-first guidance and does not erase substantive labor review. A 13 February 2026 notice said the regular first employment route was then closed except for named cohorts; a June update anticipated a revised exemption list, but no official list was located by 14 July 2026, so current intake availability requires live confirmation. Hunto pa Progreso registration and its RRAV Track 4 cohort closed on 31 December 2025 and cannot accept new intake. No current dedicated startup checklist was verified. The handbook's digital-nomad and older knowledge-migrant classifications have no verified current dedicated checklist and remain research-only. A visa, exemption, ED card, residence decision, invitation, or property interest never guarantees border admission or work. Aruba's statutory tourist starting point, Kingdom visa ceilings, border-granted period, and extension ceiling are different. Official solvency figures conflict; do not automate a financial threshold. First residence applications are generally awaited abroad unless a current published exception applies. Departure may end temporary admission even when a printed document has not expired, so re-entry requires live review. Temporary permits are normally annual; AB 2025 no. 22 permits, but does not guarantee, multi-year issuance for specified categories. Article 1, Article 3, Article 7a, protection, humanitarian, removal, detention, admission-ban, late, employer-change, and appeal matters require human legal review. Pull permit rights and deposits from AB 2025 no. 22 and 23, not a conflicting form; never hardcode fees, processing times, exemption lists, or first-application exceptions without a current source check. The Refugee Protocol and 1961 Statelessness Convention apply to Aruba, but no public standalone statelessness-determination route was verified and the treaty record does not show 1954 Convention extension. Dutch nationality and passports are Kingdom law with Aruba-specific implementation. The Governor confirms option; the King grants naturalization. Birth in Aruba is not territorial citizenship. Aruba registered partnership is not automatically an RWN qualifying partnership. The unavailable 2026 Papiamento and orientation test components create no published waiver. Future 1 March 2027 RWN and Paspoortwet texts and proposed ten-year naturalization or terrorism-revocation changes must not be applied early. Residence, nationality, passport, Cedula, population registration, civil status, legalization, and appeal routes remain separate. Entity formation, Chamber and UBO registration, DEACI business or director licensing, tax, payroll, SVb, LABORA, sector and professional approval, DIMAS status, and notarial execution are separate gates. The standard 60-percent local or Category A business structure is not universal; current DEACI foreign, priority, investment, and special routes require individual review. A resident director or qualifying statutory representative is not a local-shareholder rule. Property ownership or a business never creates residence or work rights. Diploma evaluation is not professional licensing. Current AruREG covers only its published five professional groups; Dutch BIG does not replace Aruba registration, and KIG's five-year re-registration framework is not active. Source health, law date, route, actor, account, form edition, language, legalization, personal stage, fee, and receipt must be verified before use. Portal entry, credentials, factual attestation, signature, consent, payment, appointment, interview, medical examination, biometrics, original inspection, civil or notarial act, oath, ceremony, final submission, notice, and collection are manual actor-controlled handoffs. This release activates no pathway, eligibility decision, form-preparation pack, monitoring, fee engine, representative filing, portal action, payment, transmission, or government submission.

Representative participation

Representation is authority-, route-, actor-, account-, and stage-specific. LTU Article 7(2) generally permits an applicant or legal representative to apply, while Article 7(8) assigns a first employed-worker filing to the Aruba employer or its legal representative. A portal representative account does not create blanket authority, replace the employer, applicant, sponsor, guarantor, parent, guardian, civil-law notary, corporate officer, taxpayer, regulated professional, or authority official, or excuse a current written mandate. Current DIMAS forms may require an original authorization no older than six months and representative identity; an HR actor may need director authority. Applicant facts, protection accounts, sponsor and employer facts, guarantees, signatures, consent, identity verification, interviews, medical steps, biometrics, payment, and document collection remain with the legally assigned actor. A non-Court-registered representative lodging a LAR matter must attach authority; verify an attorney through Common Court registration and public oath because OVA membership alone is not admission. Dutch option, naturalization, and renunciation are personally made before the Governor by default; an adult proxy is exceptional and requires authority acceptance of a weighty reason and identity assurance. Passport, Cedula, nationality ceremony, child-recognition consent, marriage or partnership act, regulated-profession act, and notarial execution retain their personal or reserved stages. Company directors, statutory representatives, UBO declarants, BOi users, employers, health providers, and professionals each use their own authority and credentials. Confirm mandate scope, current form, notarization, legalization, translation, account holder, signatory, personal appearance, receipt, and professional standing for every transaction. Never share or automate applicant, employer, representative, ED-card, DIMAS, JIP, My Chamber, tax, SVb, LABORA, AruREG, Censo, consular, or court credentials.
